I am not all-knowing, but this is the very first time I heard of somebody requiring supporter status to upload - or requiring to be scouted for that matter.
A screenshot of the error message in question might provide some more clarity.

The issue was fixed, but about 2 hours ago, the message said something along the lines of “only scouted or people who have ad supporter history can upload at this time due to ai and stolen music” or something like that.

Don't lose hope! Someone can scout you and you'll be able to upload. The only problem with that is, as I'm writing this, there seems to be an issue with even scouted users having issues with not being able to upload.
I'm sure it will get addressed soon, so stay patient and keep updated if it changes!~
